在过去，根据加拿大移民法规定，移民申请人有可能因为三种情况被判定为基于健康原因而遭拒（A foreign national is inadmissible on health grounds if their health condition）：
一是对加拿大的公众健康有威胁（is likely to be a danger to public health）； 二是对加拿大的公众安全有威胁（is likely to be a danger to public safety）； 三是申请人每年将耗费加拿大医疗服务体系过多资金（might reasonably be expected to cause excessive demand on health or social services）。
